HOCKENHEIM, Germany -- Carlos Sainz has dropped three places on the German Grand Prix grid after the stewards found he had impeded Felipe Massa during qualifying.The incident happened during Q2 at Turn 2 as Massa, on a quick lap, came up behind Sainz on a slow lap. The Toro Rosso driver attempted to cut the apex to get out of the way, but ultimately ended up ruining Massas lap. The penalty drops Sainz to 16th on the grid, assuming no other penalties are issued to the rest of the grid.Nico Hulkenberg, meanwhile, was investigated for using a set of super-soft tyres that should have been returned to Pirelli after FP3.
